Little kid blackmails people who don't want to purchase his chocolate bars he's selling by locking himself into their cars and forcing them to buy some so he'll let them get back into their vehicles. A lot of these blackmailed prank victims actually pony up... and then the brat ups the ante, demanding the buy the whole box off of him. The police officer on the scene is no help either, eating and buying some of the delicious chocolate rather than reprimanding the naughty kid!
